Safety Codes Officer II

Openings: Up to 10 permanent full-time positions

Hours of Work: 

  • Approximately April to September: 40 hours per week 
  • Approximately September to April: 33.75 hours per week 

Salary Range - Building Safety Codes Officer II: 

  • 40 hours per week: $41.901 - $52.659 (Hourly); $87,488.870 - $109,951.260 (Annually) 
  • 33.75 hours per week: $44.339 - $55.726 (Hourly); $78,114.230 - $98,175.280 (Annually)

Salary Range - Building Safety Codes Officer I: 

  • 40 hours per week: $31.853 - $41.482 (Hourly); $66,510.75 - $86,614.69 (Annually)
  • 33.75 hours per week: $33.708 - $43.894 (Hourly); $59,385.74 - $77,331.90 (Annually)

Job Details

  • Conduct plans examination and permit application reviews for newly constructed and renovated buildings and structures. This will be done by assessing compliance with the Building Code, bylaws, regulations and other municipal standards 
  • Coach applicants how to resolve issues related to a particular permit application and follow up on conditions and notices to ensure deficiencies are corrected 
  • Create and issue building permits, which includes the authority to withhold, suspend, revoke and extend permits through existing processes
  • Grant detailed permits for construction to proceed at different stages as per submitted and approved plans 
  • Consult with, or assist other municipal business areas, provincial authorities, and associations regarding complex information. This may include Code interpretations and applications to ensure a cohesive and user-friendly report when permits are granted or with expectations of further corrective actions when permits are not granted 
  • Input relevant data, reports, correspondence and permits into POSSE and other data management systems
  • Provide guidance and advice on building codes and regulations to contractors, designers, developers, and citizens; educate on safety codes, and foster relationships with external stakeholders to enhance the City's reputation and service quality
  • Inspect projects to ensure they meet safety codes standards, participate in safety training and meetings, and maintain environmental protection practices during assigned tasks

Education

  • Grade 12 and one of the following combinations of education and experience:
    • Journeyman Carpenter, Plumber, Electrician, Sheet Metal Worker or Bricklayer Certification recognized in Alberta with a minimum of five (5) years of journeyman experience in the construction of commercial and residential buildings OR
    • A two-year technology diploma in a related field or equivalent recognized in Canada and seven (7) years of relevant experience in the building construction industry after obtaining that diploma OR
    • Engineering or Architecture degree recognized in Canada and five (5) years of relevant experience in the building construction industry, at least one (1) of which must be completed after obtaining that degree 

Certificates & Licenses

  • Registered Building Safety Codes Officer in the Province of Alberta having completed “Residential”, “Part 9” and “Part 3” or equivalent (Group A Level 3) certification through the Safety Codes Council is preferred.  Applicants with training and experience from other jurisdictions, and those that do not fully meet these requirements are still encouraged to apply
  • Valid Alberta Class 5 driver's license (or provincial equivalent). Candidates must arrange their own vehicle and business auto insurance to be reimbursed for mileage according to City of Edmonton policy

Knowledge & Skills

  • Demonstrated experience in the construction of buildings, including best practices and understanding of project scheduling
  • Experience and knowledge of standard methods, techniques, materials, tools and equipment used in the building construction trades with experience involving Residential, Part 9 and Part 3 projects 
  • Ability to analyze, interpret and apply the Safety Codes Act, the Alberta Building Code, City Bylaws and related policies, procedures and regulations as they pertain to residential buildings
  • Capable of identifying non-compliant construction with Alberta Building Code standards and assessing structural stability for buildings and structures from plans or on-site inspection
  • Ability to understand and explain plans and designs from applicants, architects, and engineers, and effectively communicate information to various stakeholders through verbal and written means
  • Customer-oriented and skilled at conveying technical concepts in a simple and professional manner to address diverse customer needs
  • Efficiently handling multiple tasks, adapting to changing priorities, and working both independently and collaboratively as part of a team
  • Proficient in the use of a computer, tablet and smartphones for data entry, plan review, and communication with customers
  • Demonstrate service excellence, embracing diversity and promoting inclusiveness
